If you would want to do your own arrangements dollartree.com has beautiful floral selection and vases for $1 per bulk and per vase. There are so many beautiful flowers. I did my floral arrangements and bouquets with their flowers.

I would definitely look into ordering the flowers and arranging them yourself. If you want fresh flowers, there are a ton of live flower wholesalers that will ship them to you. Since you are in Brazil, look and see what available locally too.
If budget is truly a concern, then artifical may be the way to go. Same rule applies here, you could make it a DIY project. And there are alot of online vendors who make them and will ship them to you. Those prices are pretty reasonable as well.

It took a while, but I settled on doing my floral arrangements using silk and real touch flowers I ordered online and bought locally from the Dollar Tree and craft stores. Although I went over my initial $200 floral budget, I'm very pleased with how everything turned out.
