Junior Bridesmaids...
I have a junior BM who is 12 (my FH 'lil sis) and I dont know whether or not to aske her to be a part of the Bridal shower and Stag 'n' Doe planning. Her mom ( my furture step-mom-in-law) is VERY protective over her and doesn't let her go anywhere unless she is with her. I have tried to invite my FMIL to these events and she had no interest in them.

Question: Am I being rude if I have meetings about the wedding without my junior bridesmaid???

No, I don't think it is rude. If anything you should discuss it with her mom being she is just a child. Now since her mother (your FMIL) doesn't want to be involved maybe you should just have her attend the bridal shower. If that doesn't work out it will be out of your hands, then just make sure she is there when she is needed (dress fitting and rehearsal) My daughter is 14 and she is my Jr. Bridesmaid. When the time comes to have a girls night out she will not be involved in that but she will be part of the Bridal Shower.

Not really...You can exclude all gathering around her.  She can be notified before hand by phone or a cute correspondence by email. No harm done....

I would talk to my future mother in law about it.. I don't think a twelve year old would take any hard feelings about it... Go straight to the problem and see how she would like it to be handled..
