I think you are on the right track for an outdoor wedding with tight budget.  The fans are a great idea!

100 bucks an hour!? Not too shabby girl!  
I hope it doesn't get too hot...My dress is huge and I get HOT in a hurry when I wear it!

I am doing fans too since my wedding is the heat of the day.....I am making my fans though since they are super easy and cheap to make....I got the thick popcicle sticks and spray painted them silver.....then I got black cardstock, white cardstock,  and I am printing them on blue paper....

For 250 fans
300 popcicle sticks.....$1.89
125 sheets of white cardstock....cut in half  to make 250....$10.00
65 sheets of black cardstock....cut in 1/4 to make 250.....$8.00
spray paint 3 cans only used 1 1/2 cans....$3.00
250 blue printed programs......$10.00 (did it myself)
250 small gems on top of fan......$6.00
guest comfort level....Priceless....

TOTAL: $38.89 FOR 250.00 GUESTS.....Thats $0.16 each fan...not bad I dont think....
